When does the clock start?

Three years from "the act or omission complained of" — i.e., the breach/default — subject to RSA 508:4's built-in discovery rule, which runs the period from when the plaintiff discovers or reasonably should have discovered the injury and its causal relationship to the act or omission.

What pauses it?

RSA 508:8 ("An infant or mentally incompetent person may bring a personal action within 2 years after such disability is removed."); RSA 508:9 ("If the defendant in a personal action was absent from and residing out of the state at the time the cause of action accrued, or afterward, the time of such absence shall be excluded in computing the time limited for bringing the action.").
