e-OSCAR

e-OSCAR — e-OSCAR is the automated system the nationwide consumer reporting agencies use to route consumer disputes to furnishers and return furnisher responses.

The CFPB's December 2012 white paper describes e-OSCAR as the system through which "the NCRAs provide furnishers with one or two numeric codes indicating the nature of the consumer's dispute and in a minority of cases (26%), explanatory text," and reports that the NCRAs resolve roughly 15 percent of trade line disputes internally and refer the remaining 85 percent to furnishers through it. It is industry infrastructure operated on behalf of the NCRAs, not a regulator-run system, and the CFPB has repeatedly examined whether reliance on its coded transmissions satisfies the statutory investigation duty. A collections firm that furnishes in its own name — or on a client's behalf — needs an e-OSCAR response workflow with defined turnaround inside the FCRA § 1681i(a)(1) reinvestigation period.
